Discount Agent, Discount Realtor, Flat Fee, 1% Listing Agent - What’s the Difference?
Imperial Beach sellers search for this service under several different names, and they do not all mean the same thing. Knowing which one you are actually shopping for is worth real money.
| What it’s called | What it actually means | What it means in Imperial Beach |
|---|---|---|
| 1% listing agent | The listing-side commission is 1% of the final sale price. | Full service. About $8,450 at the Imperial Beach median, with no cap - the fee scales with the home, from a Palm Avenue condo to a Seacoast Drive oceanfront. |
| Discount realtor / discount agent | General term for any agent charging below the traditional 2.5%–3% listing side. | Varies widely. Some models skip the drone, video and disclosure work a beach-town listing depends on right now. |
| Flat fee listing | A fixed dollar amount regardless of sale price. | A fixed fee can beat 1% on an oceanfront home and lose on a condo. Read what it excludes. |
| Flat fee MLS / entry-only | A few hundred dollars to place the home in the MLS. Nothing else. | You handle photos, showings, disclosures, negotiation and escrow yourself. |
| Low commission realtor | Marketing term with no fixed definition. | Get the number and the written service list before comparing. |
What Justin offers is the first row: a 1% listing fee with nothing subtracted from the service. The economics work because he operates as a solo practitioner with low overhead rather than funding a large team out of your equity.

The question that matters with any discount realtor is not the number - it is what got removed to reach it. Here is the full list, with nothing held back for a higher tier.
About Imperial Beach Real Estate
Imperial Beach is a small beach city of about 26,000 residents at the southwestern corner of San Diego County, incorporated in 1956 and covering ZIP code 91932. It is the most southwesterly city in the continental United States: the Pacific on the west, the Tijuana River National Estuarine Research Reserve and the border to the south, San Diego Bay to the north, and the Silver Strand running north toward Coronado.
The median sale price in Imperial Beach was approximately $845,690 over the three months ending August 2026, down about 1.1% year over year, with homes selling in a median of 41 days at 98.1% of list across roughly 51 sales. Prices are essentially flat. Time on market is the number to watch: 41 days is well down from 55 a year earlier, but it is about three times as long as National City a few miles inland. Imperial Beach buyers take their time, and they arrive with questions.
Most of those questions are about the Tijuana River. Cross-border sewage flows have kept much of the Imperial Beach shoreline closed or posted for unhealthy water almost continually since 2023, and hydrogen sulfide odor from the river valley is a recurring complaint. Real fixes are under way - the United States has committed to expanding the South Bay International Wastewater Treatment Plant to 50 million gallons per day by December 2027, and a December 2025 U.S.–Mexico treaty minute set implementation timelines - but for a seller listing in 2026 the practical question is how the listing handles it, not when it will be solved.
Against that, Imperial Beach offers something that has become rare in coastal San Diego: single-family homes within walking or biking distance of the beach for under $1 million. The rebuilt Pier Plaza and Seacoast Drive, the Bayshore Bikeway, and a short drive to Coronado and downtown keep demand steady. The Navy is a constant, too - Naval Base Coronado's installations, including Naval Outlying Landing Field Imperial Beach and the Silver Strand Training Complex, sit on the city's edge, which makes military families and VA financing a meaningful share of the buyer pool.
Much of the city also lies within the coastal zone, and parts of the oceanfront and the low-lying areas near the estuary and the bay sit in mapped flood zones. Flood insurance requirements and coastal development permits for past improvements both surface during a buyer's investigation, and both are easier to handle when they are assembled before the home goes on the market.

Imperial Beach Pier
Popular destination for fishing, walking, and ocean views.

Seacoast Drive
Main coastal corridor with dining and local businesses.

Tijuana Estuary
Protected nature reserve with trails and wildlife viewing.

Veterans Park
Community gathering space near the beach.
Popular Neighborhoods in Imperial Beach
Seacoast Drive & the Oceanfront
Condos, cottages and newer builds on and just off Seacoast Drive, from the pier south toward the estuary. The top of the Imperial Beach market, and the part most exposed to the beach-closure question and to flood-zone mapping. Buyers here are paying for the sand, so the listing should state the distance to the water, the floor level and exactly what the view takes in.
Pier Plaza & West Imperial Beach
The walkable blocks between the pier and the western end of Palm Avenue - cottages, duplexes and small condo buildings a few minutes' walk from the beach, the cafes and the pier. Walkability is the product here and it commands a premium, so the listing should give actual walk times rather than gesture at proximity.
Palm Avenue Corridor
Along and just off Palm Avenue (State Route 75), the city's commercial spine and its link to I-5. More attached housing and mixed-use redevelopment, convenient to shopping and the freeway. Buyers here are frequently first-time or military buyers using VA or FHA financing, which puts property condition and the appraisal at the center of the sale.
Oneonta
Established residential streets around Oneonta Elementary, largely mid-century single-family homes on standard lots and the core of the city's owner-occupied housing. Location within the neighborhood matters less than condition: an updated home and an original one a block apart can sell far apart.
Bayside
The northern part of town between Palm Avenue and San Diego Bay, near Bayside Elementary and the Bayshore Bikeway. Quieter residential streets, bay-side sunsets and generally more house for the money than the blocks nearest the ocean.
The South End
The southern part of town along Imperial Beach Boulevard, bordering the Tijuana River estuary and Naval Outlying Landing Field Imperial Beach. Generally the most affordable single-family housing in the city, with open-space views in places - and the area most affected by river odor and helicopter traffic. Pricing honestly for both is how these homes sell.
Three Things That Decide What a Imperial Beach Home Sells For
Address the beach closures before the buyer does
Buyers research the Tijuana River before they tour, and a listing that ignores it invites the conversation to happen during the negotiation instead - where it costs more. Pricing realistically, disclosing what you know and being straightforward in the marketing keeps credibility intact and usually produces a better net than an optimistic list price followed by a reduction. The progress on treatment capacity is worth mentioning; it is not something to price in as already solved.
Flood zones, coastal permits and insurance are part of the price
Near the water, the buyer's lender may require flood insurance, and that monthly cost comes straight out of what the buyer can offer. Much of the city is also in the coastal zone, where certain past improvements needed a coastal development permit. Pulling the flood-zone determination and the permit history before listing lets you price and disclose from a position of clarity rather than discover it in escrow.
Military and VA buyers are a core part of the market
With Naval Base Coronado's installations next door, a large share of Imperial Beach buyers are active-duty military or veterans using VA loans. VA appraisals carry minimum property requirements - peeling paint, missing handrails and safety items get flagged - so a home prepared for them sells more smoothly and attracts stronger VA offers. Justin's guide to selling or buying with a VA loan covers what these buyers need.
Frequently Asked Questions
At the Imperial Beach median sale price of roughly $845,000, a 1% listing fee is about $8,450. A traditional 2.5% listing-side commission is about $21,125, and 3% is about $25,350 - so you keep roughly $12,675 to $16,900. On a Seacoast Drive oceanfront home near $2.5 million, the gap between 1% and 3% reaches $50,000. All commissions are negotiable and are not set by law.
Approximately $845,690 in Imperial Beach over the three months ending August 2026, down about 1.1% year over year, with a median 41 days on market and a 98.1% sale-to-list ratio across roughly 51 sales. Prices are essentially flat. Homes take longer to sell here than in most of the South Bay and buyers negotiate more, which makes pricing correctly at launch more important than testing a high number.
They affect it, and how you handle them affects your net more than the closures themselves do. Much of the Imperial Beach shoreline has been closed or posted for unhealthy water almost continually since 2023, and buyers research it before they tour. A listing priced realistically and upfront about it tends to net more than an optimistic price followed by a reduction once the buyer raises it in negotiation. Projects to expand wastewater treatment are under way, with a U.S. commitment to 50 million gallons per day of capacity by December 2027 - real progress, but not something to price in as solved.
With Justin, yes. The 1% listing fee includes professional photography, drone and video media, an interactive floor plan, MLS listing with syndication to the major portals, a yard sign and lockbox, open houses and private showings, offer negotiation, inspection and appraisal negotiation, disclosure preparation and escrow management through closing.
Unreliable near the water. Automated models price from square footage, bed and bath counts and nearby sales, but in Imperial Beach the value drivers are distance to the sand, ocean or bay view, flood-zone status and which side of town the home is on. A cottage a block off Seacoast Drive and a similar home near the estuary can differ by hundreds of thousands of dollars for reasons no algorithm can see.
It can. Parts of the oceanfront and the low-lying areas near the estuary and bay sit in mapped flood zones, where a lender may require flood insurance - a real monthly cost the buyer will factor into the offer. Much of the city also lies in the coastal zone, where certain improvements require a coastal development permit, and past work done without one can surface during the buyer's investigation. Knowing the flood zone and permit history before listing lets you price and disclose accurately.
No, because the two are separate decisions. The 1% is Justin's listing-side fee. What you offer a buyer's agent, if anything, is decided independently when your home goes on the market and gets set at whatever keeps you competitive in Imperial Beach.
Yes. Justin offers an easy cancellation policy at any point before you enter escrow if you are not satisfied with the service.
Neither. There is no stated minimum sale price, no minimum fee and no cap. The listing fee is 1% of the sale price whether the property is a Palm Avenue condo or a Seacoast Drive oceanfront home.
Beyond commission: escrow and title fees, the San Diego County documentary transfer tax, a natural hazard disclosure report, HOA document fees where applicable, prorated property taxes, a termite or pest report if required, negotiated repair credits, and your mortgage payoff. Near the water, a flood-zone determination and coastal permit research are worth adding. Justin provides a written net sheet at several price points before you list.
Often, yes. With Naval Base Coronado's installations next door, VA buyers are a large share of the Imperial Beach market, and turning them away shrinks your buyer pool. VA loans carry their own appraisal and minimum property requirements, so a home with deferred maintenance can see repair requests, and the appraisal must support the price. A well-prepared home and a realistic price make a VA offer as solid as a conventional one. See Justin's VA loan guide at 1percentsd.com/blog/va-loan-home-selling-buying-san-diego/.
Yes. Justin Santolaya is bilingual and handles the entire transaction in English or Spanish - showings, disclosures, negotiation and escrow. Se habla español.
Yes. Justin offers a buyer rebate of up to 1% of the purchase price, applied toward closing costs or your down payment. See the buyer rebate program at 1percentsd.com/buyer-rebate-program/.
